This study scrutinize the interaction of politics - administration in Iran, as studied in the tenth government (2009-2013) has, and by analyzing the theme of semi-structured interviews with 25 political parliamentary choices, general executives in the executive branch and those who have both experienced the role. Participants are selected using the snowball method achieved unique results. The results of this study showed that the relationship between politics and administration in Iran is in a special situation (policy-office chaos) which is not mentioned in the Svara matrix model. While political choices interfere with the interventions in deportations and allocations and the distribution of general welfare in the professionalism of the department, And public administrators intervene in politics interfering with the process of decoding and adopting general policy and non-implementation, or the interpretation and implementation of self-constructed policies or obsolete policies. That this contributed to the politicization of public administration and policy inefficiency in Iran.
