This study aims to identify and prioritize the factors causing job plateau in governmental organizations. This survey research used qualitative-quantitative method and the type of research was both deductive and inductive. The study population consisted of human resource managers of Khorramabad State Agencies, 25 of whom were selected as members of the statistical sample. Using qualitative data obtained from exploratory studies and exploratory interviews, job plateau causes were first determined and then, evaluated. The results show the job plateau factors and their order of priority and importance. They are as follow: lack of motivation among employees, lack of possibility to improve working conditions, few opportunities for promotion, unchallenging jobs, job ambiguity and organizational restructuring.
