In this study, the innovation ecosystem of Khuzestan’s water and power industry is analyzed using the Ecosystem Pie Model (EPM), with the aim of identifying key actors, relationships, resource flows, dependencies, and ecosystem risks. The results indicate that this ecosystem constitutes a complex network of governmental, executive, research, and end-user institutions that operate with diverse goals, resources, and mutual dependencies. Such a structure, combined with the diversity of risks, requires integrated and adaptive governance to prevent duplication, resource waste, and conflicts of interest. Accordingly, the mission of the ecosystem should not be limited to the mere production and distribution of resources but should instead focus on generating economic and social value through technological innovation, development of local capacities, environmental resilience, and alignment of local and national interests. Key strategies include integrated risk management (political, financial, technical, social, and legal), diversification of financial resources to reduce project vulnerability, strengthening innovation and commercialization of local technologies, enhancing environmental resilience and network digitalization, promoting education and cultural awareness to reshape consumption patterns, reinforcing the orchestration role of core organizations, and investing in regional research and human capital development. Adopting such an approach will not only enhance resource efficiency and security but also foster sustainable development and social well-being.
