Abstract
Purpose: The objective of this research was to design a model for employees' silent protest within government organizations. In terms of purpose, this study is applied, and regarding its nature and methodology, it follows a descriptive-survey approach
Methodology: The research population consists of senior managers and human resource managers in government organizations, from which 20 participants were selected using purposive sampling. Data collection instruments included interviews for the qualitative phase and questionnaires for the quantitative phase. The validity and reliability were established through content and theoretical validity, as well as intra-coder and inter-coder reliability. Qualitative data were analyzed using content analysis via Maxqda software, while quantitative results were analyzed using the Interpretive Structural Modeling (ISM) method.
Findings: The research findings encompass the identification of dimensions and components influencing employees' silent protest, categorized into four primary axes: the contexts and environments conducive to silent protest, intervening factors, and the associated dimensions and consequences. The results indicate that the manifestation of silent protest leads to an increased employee turnover rate, diminished productivity and quality, job burnout, emotional exhaustion, and a decline in innovation and flexibility
