چکیده:   (934 مشاهده)
هدف: نخستین نگاه پدیده «انتظار خاموش» سرشار از پیامدهای تاریک و منفی پنداشته می­‌شود؛ اما با ژرف‌نگری بیشتر، می‌توان دستاوردهای روشن و سازنده‌ای را در آن یافت. ازاین‌رو، پژوهش حاضر باهدف دستیابی به فهمی عمیق و غنی از پیامدهای انتظار خاموش در جابه‌جایی مدیران سیاسی در استانداری‌های غرب کشور انجام شد.
طرح پژوهش/ روش‌شناسی/ رویکرد: روش حاکم بر این پژوهش، کیفی بود. در همین راستا، از راهبرد پدیدارشناسی توصیفی مبتنی بر رویکرد کلایزی استفاده شد. مصاحبه حضوری، صدا و متن‌های ارسالی از 11 مشارکت‌کننده در استانداری‌های ایلام، کردستان، کرمانشاه، لرستان و همدان با استفاده از این روش تحلیل شدند.
یافته‌ها: تجربه پسایندی انتظار خاموش در قامت 9 بُن­‌مایه و 22 خوشه معنایی بیان شد. یافته‌ها نشان داد پسایندهای این پدیده همچون سکه دو رو دارد. در روی تاریک انتظار خاموش واپس‌گرایی به وجه غالب رفتار تبدیل‌شده و گذر از میانبرهای سیاسی مشروعیت یافته است. کار ویژه‌های مدیریت منابع انسانی دچار انحراف شده‌ و جامعه دچار نارسی و عدم بلوغ سیاسی و اجتماعی گردیده است. در روی روشن آن شخصیت سازمان‌یافته به­‌تدریج دچار دگردیسی شده است، از آفتی‌ شدن جوسازمانی جلوگیری می‌شود، الگوهای کُنش و واکنش فردی پایدار می‌مانند، انتظارات ذهنی به واقعیت بدل می‌شوند و توانایی‌های قدرت نرم تقویت می‌گردند.
ارزش/ اصالت پژوهش: این پژوهش قدمی ارزشمند برای معرفی یکی دیگر از پدیده‌های کمتر شناخته‌­شده در حوزه مطالعات رفتار سازمانی در نظام اداری ایران است.
پیشنهادی اجرایی/ پژوهشی: مدیران وزارت کشور به­‌منظور بهره‌گیری از توان شایستگان در مناصب مدیریت سیاسی با مهیاکردن بستری برای خود ابرازی، امن سازی روانی و مجال برای پیاده‌ شدن اجباری و یا داوطلبانه افراد لایق از قطار مدیریتی کشور جلوگیری به عمل‌آورند.
