چکیده: (300 مشاهده)
هدف: این پژوهش با هدف شناسایی و تحلیل تطبیقی شیوهها و ابزارهای سنجش سلامت اداری در الگوهای پیشرو جهانی انجام شد؛ تا با استخراج درس آموختههای بینالمللی، چهارچوب ارتقا سلامت اداری در کشورهایی با ساختارهای مشابه ایران را ارائه دهد.
طرح پژوهش/ روششناسی/ رویکرد: پژوهش کیفی و مبتنی بر مرور نظاممند ادبیات علمی است. دادهها با استفاده از روش هفتمرحلهای ساندلوسکی و باروسو گردآوری و تحلیل شدهاند. جامعه پژوهش شامل مستندات و مدلهای عملیاتی بینالمللی نظیر سازمان شفافیت بینالملل، برنامه عمران ملل متحد و سازمان همکاری و توسعه اقتصادی بوده است. تحلیل دادهها با روش تحلیل محتوای کیفی انجام و روایی از طریق کدگذاری سهمرحلهای و اجماع پژوهشگران کنترل گردید.
یافتهها: یافتهها نشان میدهد الگوهای سنجش سلامت اداری در قالب سیستم سلامت ملی و پیمایشهای ادراکی ارائه میشوند. شاخصهای ادراکی سازمان شفافیت بینالملل برای مقایسه بینالمللی مناسب هستند ولی نیازمند تکمیل با دادههای عینی داخلیاند؛ رویکرد برنامه عمران ملل متحد بر مشارکت کارکنان و اصلاحات تدریجی تمرکز دارد و مدلهای بلوغ سازمان همکاری و توسعه اقتصادی، جامعترین چهارچوب نهادی را فراهم میکنند. تحلیل انتقادی نشان داد بهکارگیری مدلهای جهانی بدون بومیسازی با چالشهایی همچون ضعف هماهنگی نهادی و محدودیت شفافیت داده مواجه است. برایناساس، مدل ترکیبی پیشنهادی پژوهش شامل پایش ادراکی-عینی، تقویت فرهنگ سازمانی و اصلاحات ساختاری مبتنی بر شواهد است.
ارزش/ اصالت پژوهش: این پژوهش نخستین مرور نظاممند تطبیقی در ایران است که سه چهارچوب معتبر جهانی را کنار هم قرار داده، نقاط قوت و ضعف آنها را تحلیل کرده و پیشنهاد بومیسازی ارائه داده است. نتایج میتواند مبنای تصمیمگیری مبتنی بر شواهد برای اصلاحات نظام اداری و افزایش اعتماد عمومی در کشور قرار گیرد.
پیشنهادهای اجرایی/ پژوهشی: اجرای آزمونه چهارچوبهای بینالمللی در دستگاههای منتخب، ایجاد نظام یکپارچه دادهها و شاخصهای ملی سلامت اداری از مهمترین پیشنهادهای اجرایی است. همچنین توسعه شاخصهای بومی، انجام پیمایشهای ملی ادراک سلامت و تحلیل اثربخشی مداخلات اصلاحی در قالب طرحهای طولی، بهعنوان پیشنهادهای پژوهشی مطرح میشود.
