چکیده:   (536 مشاهده)
هدف: با افزایشِ اهمالِ­‌کاری­‌ها، و رفتارهای بطالت­‌گونه، امروزه التزامِ رفتاری، در سازمان­‌های دولتی، چالشی جدی برای مدیرانِ منابعِ انسانی، محسوب می‌گردد. در این میان، پژوهشگران، از رهبری الهام­‌بخش، به ­عنوانِ عاملی، یاد می­‌کنند که می­‌تواند، علاوه ­بر کاهشِ رفتارهای نامطلوبِ سازمانی، به تقویتِ گرایش‌­های کارکنان، نسبت به التزامِ رفتاری، منجر شود. هدف این پژوهش، تدوینِ مدلِ ساختاری عواملِ مؤثر بر التزامِ رفتاری، در بخشِ دولتی بوده است.
طرح پژوهش/ روش‌‏شناسی/ رویکرد: این پژوهش از نظر هدف، کاربردی و از نظر ماهیت، توصیفی است. برای جمع‌آوری داده‌ها، از پرسشنامه ساختارمند، استفاده شد. جامعه آماری پژوهش، شامل 47 واحد استانی از دستگاه‌های اجرایی واقع در استان البرز بوده و نمونه‌گیری، به ‌صورتِ تصادفی ساده انجام گردید، و حداقل 470 نفر از کارکنانِ آن‌ها، در نظرسنجی، مشارکت داشته‌اند. جهتِ سنجشِ پایایی، از آزمون آلفای کرونباخ و روایی، از معیار لاوشه استفاده گردید. جهت تجزیه ‌و تحلیلِ فرضیه­‌ها، از آزمونِ معادلاتِ ساختاری، در نرم‌­افزار Smart PLS بهره برده شد.
یافته‌­ها: یافته‌­ها نشان داد که تمامی روابط بینِ سازه‌ها، معنادار بوده و از نظرِ آماری، تأیید شده‌اند. به ‌ویژه رابطه رهبری الهام‌بخش، با التزامِ رفتاری، و انگیزه خدمت عمومی، رابطه معناداری بالایی، به ­صورتِ ­مستقیم و غیرمستقیم، از طریقِ انگیزه خدمت عمومی، و قابلیتِ ­یادگیری، از خود نشان دادند. به‌ علاوه، فرهنگِ حمایتی درک‌شده، و قابلیتِ یادگیری نیز، تأثیرِ مثبت و معناداری، بر التزامِ رفتاری دارند. یافته‌­ها، گویای این مطلب بود که رهبری الهام‌بخش، فرهنگِ حمایتی، قابلیتِ یادگیری و انگیزه خدمتِ عمومی، به ترتیب، مهم‌ترین عواملِ تأثیرگذار، بر التزامِ رفتاری کارکنان هستند.
ارزش/ اصالت پژوهش: بکارگیری دو نظریه مبادله عضو ـ رهبر و مبادله اجتماعی، در بررسی رابطه میانِ رهبری الهام‌­بخش، و التزامِ رفتاری را می‌­توان، به ­عنوانِ ارزش، و اصالتِ پژوهش دانست، که در این پژوهش، مورد توجه قرار گرفت.
پیشنهادهای اجرایی/ پژوهشی: تسهیلِ مشارکتِ کارکنان، در فرآیندهای تصمیم­‌گیری، تدوینِ راهبردهای ترویجِ سبکِ رهبری الهام‌بخش، در مدیریتِ سازمان­‌های دولتی، توسعه فرهنگ و اخلاق حرفه‌ای، در میانِ کارکنان، برای افزایشِ تعهد به منافع عمومی.
