Changes among our country’s senior managers are followed by hierarchal changes in the regional and provincial levels. Some statesmen consider such changes as necessary and inevitable while others believe that they impose harmful effects on the regional development trend. Seemingly, a significant barrier in the path of regional growth and development is instability and short life time of the management in our country compared to those of other countries. This paper tries to study the tenure rate of east Azarbaijan province’s regional development senior managers within 1979-2005. Meanwhile the management tenure is categorized in accordance to the government’s macro-level changes and the hypotheses are tested on the basis of different periods. Inferential statistical techniques including Chi-square and Somers’ statistic were used to test the hypothesis. The results indicate that there is a significant difference between managers’ tenure rate and their education level, social tendencies, political periods, management tenure and managerial experiences. Average management period in East Azarbaijan province is 3.8 years, which is more than that of other provinces.
