Networking can help invoke research potentials existing in
organizations, while it resolves the current related problems.
Considering the significance of this issue and the improper network
pattern of business organizations, a need to design a coordinative
communication network for the researches performed in the country’s
executive agencies was strongly felt. Thus, this study investigated
the feasibility and conceptualization of planning and development
researches network. The statistical population included 33
governmental research institutes and agencies working in this field
and a questionnaire was used as the instrument to collect the required
data. To conceptualize a network, a comparative method between
the features of network theory and research institutes’ network was
applied. The results achieved by the feasibility study and other
studies conducted in this research indicate that a new model should be
developed in the structural and managerial domains in order to
reorganize the country’s planning and development researches. Therefore,
it was suggested that an inter-organizational cooperation network
called “National Network of Planning and Development Research
Institutes and Centers (UCINET)” be established. Following that, by
applying the software for analyzing social networks, UCINET was
conceptualized and then, the prerequisites and arrangements for the
establishment of the suggested network were explained in the framework
of particular instructions.
