امروزه مشارکت عمومی ـ خصوصی از سوی سیاست‌گذاران بخش سلامت به عنوان یک انتخاب مناسب برای اجرای برنامه‌های درمانی و بهداشتی مورد توجه قرار گرفته است. در فرایند پیاده‌سازی مشارکت عمومی ـ خصوصی عوامل گوناگونی نقش دارند. این پژوهش با هدف شناسایی عوامل کلیدی موفقیت در اجرای پروژه‌های مشارکت عمومی ـ خصوصی در صنعت داروی ایران انجام می‏شود. روش پژوهش مورد استفاده، تحلیل تم و جامعه آماری این پژوهش 14 نفر از خبرگان و مدیران عامل در سازمان‌های دولتی و شرکت‌های خاص فعال در صنعت داروست که به صورت هدفمند انتخاب می‏شوند و به صورت نیمه‌ساختاریافته مورد مصاحبه قرار می‏‌گیرند. دستاورد اصلی این پژوهش، شناسایی عوامل کلیدی موفقیت در نه دسته کلی است: 1. چارچوب قانونی و دستورالعمل شفاف؛ 2. شرایط پایدار اقتصاد کلان؛ 3. ارزیابی و تخصیص متناسب ریسک؛ 4. حمایت و ضمانت‌های دولتی؛ 5. ذهنیت دولت و جامعه به بخش خصوصی؛ 6. انتخاب شریک مناسب؛ 7. تعهد و اعتماد قوی؛ 8. اهداف و برنامه‏‌های مشخص؛ و 9. نظارت مستمر، که هر یک ابعاد مختلفی دارند.
