Think thanks grew dramatically in the twentieth century with the rise of democracies and the increasing complexity of governments. In Iran, more than 100 think tanks were formed before and after the revolution. While overseas think tanks have been pioneers in policy-making for the development and maintenance of sustainability in their communities, they have guided governments and their countries in the economic, social, political and cultural spheres, as The current state of development in the country is clear. The model of think tanks abroad is examined to find the way to the success of think tanks inside the country.
In a comparative study, 24 think tanks were selected as a statistical sample from the think tanks of developed and developing countries from all continents, taking into account the distribution and dispersion of think tanks in different countries. The think tanks in a study by the University of Pennsylvania were the basis of community selection and statistical sample.
Overseas think tanks in terms of mission and goals, organizational structure and development, diversification of financial resources, expert and supportive manpower context, outputs related to policy-making, multiple research and its subject areas, reflection Activities and findings in mass and social media, dissemination and distribution of scientific and promotional resources, entry into the field of university education and skills, participation in scientific networks and decision-making and policy-making They are remarkably different from domestic think tanks.
