fa تحلیل خط‌مشی توسعه در ایران مبتنی بر چهارچوب ائتلاف جانبدارانه Analysis of Development Policy in Iran: An Advocacy Coalition Framework approach فرایند توسعه Development Process پژوهشي Research این مقاله به واکاوی چالش‌های گفتمان توسعه و پیشرفت در ایران پس از انقلاب اسلامی می‌پردازد. پیش از انقلاب، درک نسبتاً روشنی از مفهوم توسعه وجود داشت، اما پس از انقلاب، با ظهور دیدگاه‌های انتقادی حوزوی و چپ‌گرا و نادیده گرفتن نقش مذهب در الگوهای پیشین، اجماع داخلی برای تعیین اهداف و چگونگی دستیابی به توسعه از بین رفت. پژوهش حاضر برای تحلیل چرایی ثبات یا تغییر خط‌مشی توسعه، از رویکرد «چارچوب ائتلاف جانبدارانه» که یکی از نظریه‌های فرایند خط‌مشی‌گذاری عمومی است، بهره می‌گیرد. سؤال محوری پژوهش این است: «چه بازیگرانی، در چه ائتلاف‌هایی، با چه باورهایی، با استفاده از چه استراتژی‌ها و منابعی و به واسطه چه شرایط و رخدادهایی ثبات یا تغییر خط‌مشی توسعه در ایران را رقم زده‌اند؟» روش‌شناسی پژوهش کیفی با پارادایم پسا‌تحصلی و استراتژی تحلیل مضمون است. جمع‌آوری شواهد از طریق مصاحبه نیمه‌ساختاریافته با ۱۷ نفر از خبرگان دانشگاهی و مدیران اجرایی در حوزه‌های کلیدی، با روش گلوله‌برفی انجام شد. داده‌ها با نرم‌افزار MAXQDA2020 تحلیل گردید؛ در این فرآیند ۵۳۶ کد اولیه استخراج شد که نهایتاً به تشکیل شبکه مضامین و استخراج مدل مفهومی مبتنی بر چارچوب ائتلاف جانبدارانه منجر شد. اصالت پژوهش در آن است که با به‌کارگیری این چارچوب نظری، که بر تشکیل ائتلاف‌ها بر اساس باورهای مشترک و استفاده از منابع و استراتژی‌های خاص تأکید دارد، درک روشنی از فعل و انفعالات مدیریت توسعه در دوره‌های اخیر ایران ارائه می‌دهد و به تصمیم‌گیرندگان کمک می‌کند.   This article examines the challenges of the discourse on development and progress in Iran after the Islamic Revolution. Before the revolution, there was a unified understanding and relative consensus on the concept of development, but after the revolution, with the emergence of critical religious and leftist perspectives, previous development models that ignored the role of religion and clergy could no longer adapt to the new intellectual structure of Iran. As a result, coordination and consensus between social forces in determining development goals were lost. Using the theory of the “biased coalition framework” from the field of the public policy-making process, the present study analyzes the causes of stability or change in development policies in Iran. The main question is which actors, in the form of which coalitions, with what beliefs and resources, and under what conditions, have shaped or changed the path of the country’s development policy. This study was conducted in the form of qualitative research with a post-graduate approach and thematic analysis method. Data were collected through semi-structured interviews with 17 academic experts and executives in the political, economic, and cultural fields using the snowball method and analyzed using MAXQDA2020 software.
