fa موانع بودجه‌ریزی اثربخش: بینش‌هایی مبتنی بر تجربه قانون‌گذاران Barriers to Effective Budgeting: Insights Based on the Experience of Legislators حاکمیت Governance پژوهشي Research <div style="text-align: justify;">هدف: فرایند بودجه‌ریزی مؤثرترین ابزار در اداره امور عمومی کشور به شمار می‌رود که مملو از پیچیدگی‌ها و مسائل گوناگون است. این مطالعه باهدف واکاوی تجربیات نمایندگان مجلس شورای اسلامی به‌منظور شناسایی موانع بودجه‌ریزی مؤثر در طی قانون‌گذاری انجام‌شده است. روش‌شناسی (رویکرد): مطالعه با رویکرد کیفی و به روش تحلیل محتوا انجام شد. مشارکت‌کنندگان شامل 15 نفر از نمایندگان ادوار مجلس شورای اسلامی بودند که به روش هدفمند انتخاب شدند. بهمنظور شناسایی عمیق موانع چندبُعدی در فرایند بررسی و تصویب لایحه بودجه سالانه، جمع‌آوری داده‌ها با استفاده از مصاحبه نیمه‌ساختارمند انجام گردید. جمع‌آوری و تجزیهوتحلیل داده‌ها بهطور هم‌زمان انجام شد و تا اشباع داده‌ها و شناسایی موانع اصلی بودجه‌ریزی مؤثر ادامه یافت. یافته‌ها: یافته‌های پژوهش شامل 5 طبقه اصلی؛ فقدان شفافیت و پاسخگویی، فقدان صلاحیت نمایندگان در قانونگذاری، منافع شخصی، حزبی و حوزه انتخابیه، دست‌کاری بودجه و موانع قانونی و وکالت عمومی میشود. این یافته‌ها نشان‌دهنده وجود موانع متعدد در شفافیت، نمایندگی، شایستگی، در کنار تأثیر شیوه‌های شخصی، حزبی و دست‌کاری بودجه است که به دنبال ناکارآمدی نظاممند، پویایی سیاسی و تعارض منافع میان افراد، نهادها و گروه‌های متعدد به‌وفور می‌پیوندد. ارزش/اصالت پژوهش: این پژوهش با رویکردی کیفی و مبتنی بر تجربه واقعی نمایندگان مجلس، به شناسایی موانع چندبُعدی بودجه‌ریزی مؤثر در نظام قانون‌گذاری پرداخته است. ارزش آن در ارائه بینشی کاربردی برای بهبود شفافیت، پاسخگویی و کارآمدی فرایند بودجه‌ریزی کشور نهفته است. پیشنهادهای اجرایی/پژوهشی: گنجاندن دانش برآمده از تجربیات قانون‌گذاران در امر سیاست‌های بودجه‌‌ای، میتواند چارچوب‌ عادلانه‌تر و مؤثرتری را در راستای تقویت حاکمیت کشور و تأمین منافع ملی ارائه نماید.</div> <div style="text-align: justify;">Objectives: Budgeting process is the most effective tool in the administration of public affairs of a country, which is full of complexities and various issues. This study aimed to explore the experiences of the representatives of the Islamic Consultative Assembly to identify obstacles to effective budgeting in the legislative process. Methodology: The study was conducted with a qualitative approach and content analysis method. The participants included fifteen representatives of the Islamic Consultative Assembly, who were selected through a purposeful method. To identify in-depth multidimensional obstacles in the process of reviewing and approving the annual budget bill, we used semi-structured interviews to collect data. Data collection and analysis were conducted simultaneously and continued until data saturation and identification of the main obstacles to effective budgeting. Findings: The research findings include five main categories: lack of transparency and accountability; lack of competence of representatives in legislation issues; personal, partisan and constituency interests; budget manipulation; legal obstacles; and public advocacy. These findings indicate the existence of multiple barriers to transparency, representation, and competence, along with the influence of personal and/or partisan interests, and budget manipulation practices that arise from systemic inefficiency, political dynamics, and conflicts of interest among individuals, institutions, and multiple groups. Originality: This research, with a qualitative approach and based on the authentic experience of parliamentarians, has identified multidimensional barriers to effective budgeting in the legislative system. Its value lies in providing practical insight to improve the transparency, accountability, and efficiency of the country’s budgeting process. Implications: Incorporating knowledge from legislators’ experiences in budgeting policies can provide a fairer and more effective framework to strengthen the country’s sovereignty and secure national interests.</div> قانون‌گذاری بودجه, تصویب بودجه‌ سالانه, بودجه‌ریزی اثربخش, تحلیل محتوا, پژوهش کیفی.
