<p style="DIRECTION: rtl" align="justify">بسیاری از پژوهشگران که موضوع رشد و توسعه در کشورهای کند (عقب مانده) یا جهان سوم را بررسی و تحلیل میکنند، معتقدند که علت عقبماندگی این کشورها نه کمبود سرمایه، نه منابع، نه کمبود نیروی انسانی ماهر و کارگر متخصص نه فضا و جا و مکان، بلکه عدم وجود مدیران شایسته و کار آزموده در این کشورهاست. یکی از فلاسفه ایران، "استاد مرتضی مطهری" معتقد است:"مدیریت قوی است که از ضعیفترین ملتها قویترین ملتها را میسازد. در طول تاریخ بندرت پدیدهای چون مدیریت ظاهر گردیده است که یک چنین آثار سریع و عظیمی داشته باشد، زیرا "در کمتر از یکصد و پنجاه سال بافت و ساخت اقتصادی جهان را دگرگون کرده است. از ابتدای رشد پدیده مدیریت وظایف اصلی مدیریت که عبارت از، طرحریزی و برنامهریزی، سازمان دادن، انگیزش و رهبری، نوآوری و تحول و بالاخره کنترل میباشد ثابت مانده است؛ اما کیفیت کار، ارزشهای مشترک، ساخت صحیح سازمان، آموزش و پرورش پرسنل تغییر فاحشی نموده است زیرا نیروی کار افراد غیرماهر به نیروی کار افراد بسیار تحصیل کرده و متخصص تبدیل شده است.</p>
By definition, development is going away from the traditional society and its values. Thus, in the first glance, development is synonymous to renovation which, in turn, bears an economic aspect in socialist and capitalist societies. But the process of development has an objective cannotation which should take cultural and social aspects well.
Development can bring about negative negative and destructiive conequences such as social and political tension and conflict which will be intensified if the society has a heterogeneous texture. To control those consequences, society can turn to different strategices, one of which is giving knowledge to the people through education.
It should be noted that development, whether economic or cultural, can not necessarily mean to leave all traditions, because traditions are the reserves of a society. Therefore, no nation can achieve development without relying on its traditions and experiences which are the outcomes of the attempts of those who have lived before.
