en چارچوب نظری فهم فرایند توسعه محلی از دیدگاه فعالان جریان توسعه اجتماع‌محور در ایران فرایند توسعه Development Process پژوهشي Research <p style="text-align: justify;"><span style="font-family:IRANsans;"><strong>هدف:</strong> در این پژوهش سعی شده پایه‌های اصلی توسعه محلّی و چهارچوب نظری فهم فرآیند آن از دیدگاه فعّالان جریان توسعه اجتماع‌محور در ایران معرّفی شود.</span></p> <p style="text-align: justify;"><span style="font-family:IRANsans;"><strong>طرح پژوهش/ روش‌شناسی:</strong> این پژوهش از نوع کیفی و با روش تحقیق نظریه داده‌بنیاد انجام شده است. داده‌های مربوط به پنج نمونه موفّق توسعه محلّی، از مصاحبه‌های عمیق با فعّالان توسعه اجتماع‌محور جمع‌آوری و تحلیل شده است.</span></p> <p style="text-align: justify;"><span style="font-family:IRANsans;"><strong>یافته‌ها:</strong> نتایج تحقیق که با روش‌های اعتبار پاسخگو و زاویه‌بندی، اعتبارسنجی شده، نشان داد در جریان توسعه محلّی با رویکرد اجتماع‌محور، جنبه‌های انسانی و اجتماعی بیش از جنبه‌های‌ اقتصادی، سیاسی، و زیست‌محیطی مورد تأکید هستند. نتایج روشن کرد در جامعه ایرانی، سرمایه انسانی بیشتر با مسوولیّت‌پذیری، فعّال‌بودن، و توانمندسازی روانی فهم می‌شود تا با شاخص‌های متعارف سازمان‌های بین‌المللی. همچنین در اکثر موارد، سرمایه اجتماعی و مشارکت به‌ترتیب با شاخص‌های روابط مثبت، اقدام‌های جمعی، هنجار‌های مثبت، و سرمایه اجتماعی بین‌گروهی و با شاخص‌های نهادسازی و بسیج دارایی‌های بومی اندازه‌گیری می‌شوند. چهارچوب نظری حاصل از تحقیق نشان می‌دهد سرمایه انسانی و سرمایه اجتماعی نه‌تنها به افزایش مشارکت و در نتیجه ارتقای شاخص‌های اقتصادی، سیاسی، و محیطی منجر می‌شوند بلکه از طریق حلقه‌های تقویت‌کننده در این فرآیند، رشد می‌کنند و تداوم حرکت موتور توسعه را امکان‌پذیر می‌سازند.</span></p> <p style="text-align: justify;"><span style="font-family:IRANsans;"><strong>ارزش/اصالت پژوهش:</strong> ادبیات قابل توجّهی درباره توسعه محلّی تولید شده لیکن در زمینه ایران، تاکنون به چگونگی ارتباط میان مقوله‌های اساسی توسعه محلّی و بطور کلّی به فهم فرآیند آن از دیدگاه فعّالان توسعه اجتماع‌محور پرداخته نشده است. این تحقیق به‌خوبی از چهارچوب نظری توسعه داده شده برای فهم فرآیند مذکور پشتیبانی می‌کند.</span></p> <div style="text-align: justify;"><strong>Purpose</strong>: Authors intended to identify the main bases of local development and present a framework for better understanding of its theoretical process from the perspective of the activists in the community-based development process in Iran. &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;&nbsp;<br> <strong>Methodology:</strong> This qualitative research used the Grounded Theory method. Data were collected from deep interviews with community-based development activists in five successful case studies in Iran and then were analyzed.<br> <strong>Findings:</strong> The results, validated by respondent validation and triangulation methods, demonstrate that local development with a community-based approach is appreciated by Iranian activists more of a human and social phenomenon than an economic, political, and environmental issue. Results also show that human capital is identified by concepts like accountability, proactiveness, and psychological empowerment rather than the common indicators emphasized by international organizations. Moreover, social capital and participation are evaluated by such concepts as positive relations, collective actions, positive norms, bridging social capital, and by institutionalization and mobilization of national resources. The final theoretical framework of the article shows that both human capital and social capital not only enhance local participation which can improve economic, political, and environmental indicators, but also are themselves promoted through the reinforcing loops and consequently can enable the ongoing running of the development engine.<br> <strong>Originality:</strong> Despite the considerable literature existing on community-based development, the authors could not reach any published article involving relations among fundamental concepts of community-based development in Iran, nor did they come across a general understanding of its process by the relevant activists.
