fa معیارهای ارزیابی عملکرد خدمات دانشجویی مبتنی بر تجارب بین‌الملل: رویکردی فرایند محور Performance Evaluation Criteria for Student Services Based on International Experiences: A Process-Oriented Approach ساختارهای اداری Administrative structures پژوهشي Research <div style="text-align: justify;">هدف: پژوهش حاضر با توجه به اهمیت ارزیابی عملکرد خدمات دانشجویی در فراهم‌سازی شرایط مساعد تحصیل برای دانشجویان، بر آن است که از طریق مطالعه تطبیقی و ترازیابی شاخص‌های ارزیابی عملکرد در معاونت‌های دانشجویی، شاخص‌هایی را برای دانشگاه‌های ایران پیشنهاد دهد. طرح پژوهش/ روش‌&rlm;شناسی/ رویکرد: در این پژوهش، از روش مطالعۀ کتابخانه‌ای برای استخراج داده‌های مورد نظر و بررسی تجارب بین‌الملل و همچنین، ارسال پرسشنامه برای اعتبارسنجی شاخص‌ها در خصوص ارزیابی عملکرد خدمات دانشجویی بهره گرفته شده است. همچنین، برای ارائۀ چارچوب ارزیابی عملکرد معاونت‌های دانشجویی از مدل منطق مداخله و چرخۀ ارزیابی عملکرد استفاده شده است. یافته‌ها: یافته‌های پژوهش حاکی از آن است که کارکردهای مرتبط با مدیریت امور دانشجویی مطابق با بررسی تجارب بین‌الملل عبارت&lrm;اند از: تامین غذای مناسب، تامین خدمات مسکن، تامین امکانات رفاهی مناسب، حفظ و ارتقای سلامت و نشاط جسمی و روحی، توانمندسازی و بالندگی دانشجویان، نظم‌بخشی و تربیت، ارائه خدمات جانبی آموزشی به دانشجویانِ دارای محدودیت، خدمات دانشجویی حوزۀ بین‌الملل، تامین امنیت و آسایش، ارائۀ مشاوره حقوقی رایگان، ارائه خدمات فرهنگی و اجتماعی، و تامین فضای فیزیکی مناسب. ذیل هر یک از کارکردهای مذکور، مجموعه‌ای از شاخص‌ها و سنجه‌ها بر اساس چارچوب مفهومی پژوهش در سه مولفۀ درون&lrm;داد، برون&lrm;داد و پیامد ارائه شده است. ارزش/ اصالت پژوهش: برای اولین بار در پژوهش حاضر، مبتنی بر رویکردی نظام‌مند و فرایندمحور، چارچوبی برای ارزیابی معاونت‌های دانشجویی بر اساس تجارب بین‌الملل ارائه شده است. پیشنهادهای اجرایی/ پژوهشی: چارچوب پیشنهادی پژوهش حاضر میتواند مبنایی برای سیاستگذاریِ مناسب به منظور ارزیابی دانشگاه‌ها و تخصیص بودجه، دسته‌بندی دانشجویان، و دسته‌بندی خدمات باشد.</div> <div style="text-align: justify;">Purpose: Considering the importance of evaluating the performance of student affairs departments in providing favorable educational facilities for students, this research intended to identify relevant indicators for Iranian universities through a comparative study as well as validated performance evaluation criteria. Methodology: To collect the data, desk research, together with international experience were used; besides, questionnaires were administered to validate the indicators regarding the performance evaluation of student services. Also, we applied the intervention logic model and performance evaluation cycle to provide a performance evaluation framework for student affairs division. Findings: The results of the research indicate that the functions related to the management of student affairs, according to the international experiences, are as follow: providing suitable food, providing housing services, providing suitable welfare facilities, maintaining and promoting physical and mental health and vitality, empowerment and development of students, discipline and education, providing additional educational services to students with disabilities, international student services, providing security and comfort, providing free legal advice, providing cultural and social services and providing suitable physical environment. Finally, based on the conceptual framework of the research we are presenting a set of indicators and measures are under each of the mentioned functions, which all together conform the three components of inputs, outputs, and results. Originality: Applying a systematic and process-oriented approach, we have presented for the first time a framework for evaluating the student affairs divisions of universities based on international practice.
