fa ارزیابی عملکرد اهداف کمّیِ آموزش عالی در برنامه ششم توسعه اقتصادی، اجتماعی و فرهنگی کشور Evaluating the Performance of the Quantitative Goals of Higher Education in the Sixth Economic, Social and Cultural Development Plan پژوهشي Research <div style="text-align: justify;">هدف: هدف اصلی پژوهش حاضر تحلیل میزان تحقق اهداف و شاخص های کمّی آموزش عالی با تمرکز بر بُعد ظرفیت‌سازی و ارتقای نیروی انسانی ذیل برنامه ششم توسعه و استخراج درس‌آموزه‌های کلیدی در راستای تدوین سند برنامه هفتم توسعه است. طرح پژوهش/ روش‌&rlm;شناسی/ رویکرد: پژوهش حاضر با بهره‌گیری از آموزه‌های روش‌شناسی علم طراحی با ماهیت تجویزی، از روش مطالعه موردی و مطالعه اسنادی برای ارزیابی عملکرد حوزه آموزش عالی در برنامه ششم توسعه استفاده می‌کند و از نظر روش گردآوری و تحلیل داده‌ها، روش کتاب‌شناسی بر مبنای نمایه‌سنجی و آزمون T نمونه‌های مستقل را بکار می&lrm;گیرد.   یافته‌ها: یافته‌های پژوهش حاکی از آن است که از حیث مفهومی، در بخش آموزش عالی عمده شاخص‌ها از جنس درون&lrm;دادی و برون&lrm;دادی بوده‌اند و شاخص های اثر و پیامد مورد توجه نبوده&lrm;اند. از حیث بررسی عملکرد، شاخص‌های «سهم دانشجویان غیردولتی»، «نسبت هیئت علمی تماموقت استادیار به بالا به کل هیئت علمی تمام وقت در دانشگاه‌های وابسته به وزارت علوم، تحقیقات و فناوری (عتف)»، و «تعداد شعب خارجی دانشگاه‌های کشور» در وضعیت مناسب هستند، ولی شاخص‌های «سهم دانشجویان خارجی»، «تعداد دانشجویان تحصیلات تکمیلی گروه علوم پایه» و «سهم آموزشهای مهارتی» در وضعیت مناسبی قرار ندارند.</div> <div style="text-align: justify;">ارزش/ اصالت پژوهش: در این پژوهش برای اولین بار با مبنا قرار دادن مدل شاخص‌محور نتیجه‌محور، به ارزیابی عملکرد اهداف کمی آموزش عالی ذیل برنامه ششم توسعه پرداخته شده است. بر اساس این، نتایج پژوهش دلالت‌های سیاستی را برای سیاستگذاران به منظور مد نظر قرار دادن طیف متنوعی از شاخص‌ها در ابعادِ مختلف عملکردی فراهم می‌کند.</div> <div style="text-align: justify;"></div> <div style="text-align: justify;">Purpose: The main purpose of this study is to evaluate the achievement of goals and the quantitative indicators of higher education focusing on capacity building and human resource development according to the Sixth Development Plan and at the same time, highlighting key lessons as to the preparation of documents for the Seventh Development Plan. Methodology: Using the Design Science Research (DSR) methodology together with prescriptive orientation, this study applied the case study research method and documentary study to evaluate the outcomes of higher education in the Sixth Development Plan. In terms of data collection and analysis, independent samples of T-test and bibliographic method based on indexing were performed. Findings: The findings of the study indicate that conceptually all indicators in the higher education sector have been input and/or output-oriented; however, effectiveness and outcomes have not been considered. In terms of performance review, such indicators as "share of non-governmental university students", "ratio of full-time faculty members including assistant professor and higher ranks to the total of full-time faculty members in universities affiliated to the Ministry of Science, Research, and Technology", as well as "number of Iranian university branches abroad" are all in a good condition; Nevertheless, the indicators "share of foreign students", "number of postgraduate students in departments of Basic Sciences" and "share of skills training" are not satisfactory. Originality: Applying index-based and outcome-based model, the performance of the quantitative goals of higher education under the Sixth Development Plan has been evaluated for the first time in Iran.
