fa ارزیابی عملکرد واحدهای تصمیم‌گیرنده با استفاده از تحلیل پوششی داده‌های پنجره‌ای و درخت تصمیم مدیرت دولتی Public Administration پژوهشي Research <div style="text-align: justify;">کارایی از موضوع‌های مهمی است که علاوه بر مدیران شرکت‌ها و سازمان‌های مختلف، مشتریان استفاده‌کننده از خدمات این شرکت‌ها و سازمان‌ها نیز به آن علاقه‌مند هستند. هدف این پژوهش، بررسی کارایی شرکت‌های داروسازی پذیرفته‌شده در سازمان بورس اوراق بهادار با استفاده از تحلیل پوششی داده‌های پنجره‌ای و سپس ارائه قواعدی با استفاده از درخت تصمیم است. روش تحلیل پوششی داده‌های پنجره‌ای با امکان‌پذیر ساختن ترکیب مشاهدات سری زمانی و مقطعی، تا حدودی مشکل ناکافی بودن مشاهدات را برطرف می‌کند. این روش بر اساس میانگین متحرک عمل می‌کند و برای‌ یافتن روندهای عملکرد‌ یک واحد در طول زمان مفید است. در این پژوهش، ارزیابی کارایی 23 شرکت داروسازی پذیرفته‌شده در سازمان بورس اوراق بهادار با توجه به ورودی‌ها و خروجی‌ها به روش تحلیل پوششی داده‌های پنجره‌ای در وضعیت بازدهی ثابت نسبت به مقیاس در طول سال‌های 1388-1393 صورت گرفته است و سپس نتایج حاصل از آن به‌عنوان برچسب دسته واحدهای تصمیم‌گیرنده که در واقع ورودی روش درخت تصمیم است، مورد استفاده قرار می‌گیرند. درنهایت، با استفاده از درخت تصمیم، قواعد مستتر در داده‌ها استخراج می‌شود.</div> <p indexof="function(a){var b=this.length>>>0,c=Number(arguments[1])||0;for(c=c<0?Math.ceil(c):Math.floor(c),c<0&&(c+=b);c<b;c++)if(c in this&&this[c]===a)return c;return-1}"></p> <p indexof="function(a){var b=this.length>>>0,c=Number(arguments[1])||0;for(c=c<0?Math.ceil(c):Math.floor(c),c<0&&(c+=b);c<b;c++)if(c in this&&this[c]===a)return c;return-1}"></p> <div style="text-align: justify;">Efficiency is an issue of importance and interest to both managers of different organizations and customers who use the products and services of these organizations. The aim of this research is to study the efficiency of pharmaceutical companies accepted in the Stock Exchange Organization by using Window Data Envelopment Analysis (WDEA) and then, to provide some rules based on the decision tree. Window Data Envelopment analysis method, partly resolves the problem of inadequacy of the observations by enabling combination of time-series and cross-sectional observations. This method acts on the basis of moving average and it is of use for finding performance trends of a unit over time. In this research, regarding the inputs and outputs and using the method of Window Data Envelopment Analysis, efficiency of 23 pharmaceutical companies accepted in Stock Exchange Organization was evaluated in the state of constant returns to scale during 2009-2014, and then the results obtained were used as the class label of Decision Making Units (DMU&rsquo;s), which are in fact inputs of decision tree metho d.
