fa ارایه چارچوب مناسب برای شناسایی و معرفی شرکت‏های تعاونی برتر با استفاده از رویکرد ترکیبی کارت امتیازی متوازن و تحلیل پوششی داده‌ها در استان یزد مدیرت دولتی Public Administration پژوهشي Research امروزه نقش سازنده تعاونی‏ها در عرصه‏های اقتصادی- اجتماعی به خصوص در جوامعی که در این زمینه دارای تشکیلات منسجم‏تری هستند، کاملاً احساس می‏شود. از آنجایی که عملکرد اقتصادی تعاونی با میزان موفقیت و شکست شرکت‏های تعاونی رابطه مستقیم دارد، بنابراین وجود مدلی به‌منظور ارایه بازخورد در راستای بهبود عملکرد شرکت‏های تعاونی و دستیابی به ابزاری جهت برآوردن این نیاز، بسیار ضروری و منطقی به نظر می‏رسد. این پژوهش کارایی نسبی 26 شرکت تعاونی استان یزد را در طی سال 1389 با استفاده از مدل تلفیقی کارت امتیازی متوازن و تحلیل پوششی داده‏ها مورد ارزیابی قرار می‌دهد که از کارت امتیازی متوازن به عنوان ابزاری برای طراحی شاخص‏های ارزیابی عملکرد، از تحلیل پوششی داده‏ها به عنوان ابزاری برای ارزیابی عملکرد و رتبه‏بندی، و برای سنجش کارآیی این شرکت‏ها از نرم‏افزار DEA-Solver استفاده شد. نتایج حاصل از پژوهش نشان داد از 26 شرکت تعاونی تحت بررسی در مدل CCR قطعی، تعداد 19 شرکت در مدل اول، 18 شرکت در مدل دوم و 9 شرکت در مدل سوم کارا بودند. شرکت تعاونی شماره 26 رتبه نخست را به خود اختصاص داده است، در‌حالی‌که شرکت تعاونی شماره 17 آخرین رتبه را از آن خود کرده است. در این مقاله با استفاده از ترکیب دو مدل ارزیابی عملکرد سعی شده است تا شاخص‏های ارزیابی عملکرد تعاونی‏ها شناسایی شده و با تلفیق این دو مدل، ضمن کاهش معایب دو مدل، محاسن آن دو تقویت، و مدلی جامع برای ارزیابی عملکرد این واحدها ارایه ‏گردد. Today’s world witnesses the constructively influential role of cooperatives in the socioeconomic areas, especially in the societies that enjoy more structurally organized cooperatives. Given the fact that there exists a direct relationship between cooperative’s economic performance and its success or failure, it would prove critical and logical to formulate a model to monitor the performance of the cooperative body. This paper tries to measure the relative efficiency of 26 cooperatives in Yazd province, Iran during 2010 by means of the “Integrated Model of Balanced Scorecard” (BSC) and “Data Envelopment Analysis” (DEA). Accordingly, BSC was taken as a tool to design performance evaluation criteria, while DEA was meant to apply performance evaluation as well as ranking. It should be added that DEA-Solver software was employed for cooperatives’ efficiency assessment. The results of the study demonstrated that out of 26 cooperatives, evaluated by CCR deterministic model, 19 cooperatives in the first model, 18 cooperatives in the second model, and finally, 9 more in the third one were deemed efficient. Cooperative number 26 was introduced as the first in the ranking while cooperative number 17 was the last one. The two models studied in this paper were later combined so as to discern and pinpoint the performance evaluation criteria with the ulterior aim of minimizing the flaws of either one as well as augmenting the mutual support of both to meet the target in the study. شرکت تعاونی, ارزیابی عملکرد, کارت امتیازی متوازن, تحلیل پوششی داده‏ ها, رتبه‏ بندی, استان یزد.
