fa مقدمه‌ای بر مهندسی نظام کنترل و نظارت برای جلوگیری از پیدایش فساد نظام‌مند مدیرت دولتی Public Administration پژوهشي Research تقویت سلامت اداری، ارتقاء کیفی قوانین و کارکرد سازمان‌های کنترل کننده و مقابله با گسترش فساد، صرفاً از طریق ایجاد سازگاری میان سیاست‌های کلان نظام اداری کشور و قوانین مرتبط، هماهنگ کردن عملکرد سازمان‌های نظارتی با قوانین نظارتی و کنترلی، و سرانجام "محیط‌سازی" و تقویت جایگاه مردم در فرایند نظام نظارت و کنترل میسر است. به عبارت ساده‌تر، برای جلوگیری از پیدایش فساد نظام‌مند، چاره نخستین ایجاد یک نظام کنترل و نظارت نظام‌مند است که میان همه عناصر آن، رابطه سازگار و هم افزایی وجود داشته باشد. البته اگر همین نظام کنترل، با کاراترین روش‌ها و نیروهای انسانی متخصص، ولی در کالبد محیطی مردم‌سالار و فرهنگی سالم حرکت نکند، دیر یا زود نظام اداری در بستر فساد نظام‌مند درمی غلطد . Strengthening administrative incorruptibility, qualitative improvement of laws and functions of controlling and supervision organizations as well as dealing with corruption extension could possibly be conducted by means of conformity among the macro-policies and the laws concerned in the administrative system in the country, consistency of the controlling organizations’ functions with controlling and supervision laws, and finally set the stage for bolstering the public participation in the procedure of controlling and supervision. In other words, the first solution to prevent systematic corruption would be to develop a systematic controlling and supervision system in a way that there is a consistent and synergic relationship prevalent among all its components.
