Strategic management has penetrated into public administration. It puts tremendous emphasis on the best utilization of human resources. Human resources development is logically equalled to better productivity f a system. The better the human resources are educated, the more productivity to gained. Human Resources development programs are based on a new system of values which emphasizes the unlimited importance of human capabilities. Human beings are regarded as an unbounded potentiality which will materialize under proper and favorable surroundings. therefore, it is an inescapable duty for the organizations to fully educate, materialize, and utilize the unfathomable potentialities of every single employee. Participation is one of the effective techniques which will help to reach this goal.
