Today, using a solution that can enhance safety and improve traffic on roads at reasonable costs and without the need for increased transportation infrastructures has come to the attention of transportation experts. To reach this end, they have shown interest in intelligent transportation systems (ITS). The purpose of the study is to help the management of road safety and, in particular, the management of intelligent transportation systems by locating and determining the main indicators for installing components of such systems. This research intends to find ways to improve safety and transportation in Iran’s roads by prioritizing the roads to be equipped with intelligent transportation systems, applying experts’ opinion and utilizing such methods as elphi,
ANP network analysis, DEMETL and TOPSIS. Finally, based on the acquired criteria like total number of accidents, fatal and non-fatal crashes resulted from speed and traffic flow rate, the prioritization of the roads under study in Ardebil province is presented.
