The present study is carried out to identify the effective factors in the successful implementation of “Support for knowledge-based companies and institutes and commercialization of innovation and inventions”, enacted by the Parliament. Therefore, while identifying the effective factors, the significance and function of each factor in the successful implementation of the above-mentioned policy was emphasized. This research is an applied and descriptive-exploratory study using Delphi technique. Data collection tool was a questionnaire consisting of 84 variables based on theoretical literature in the field of policy implementation. Experts in theoretical and/or experimental domains of policy implementation comprised the statistical population. Using Shannon entropy technique, T-test and significance-performance matrix were used to analyze data. Accordingly, 20 variables such as sufficient resources, enough time to express the goals, etc., are in good condition from the viewpoints of both significance and level of performance and can be continued. Also, 18 variables such as executing rational rules, enforcing complete administrative control, determining the exact stages of execution, etc., are at a high level from the viewpoint of importance; however, regarding performance, they are not satisfactory. As a result, their functional status need to be promoted by the relevant policy makers and executives.
