A Survey and Prioritization of Administrative Transformation Factors in Iran: Public Organizations in Tehran City. JMDP 2009; 22 (1 and 2) :5-31

Today, it looks rather tangibly and conclusively imperative to give rise to changes throughout the state administrate system. It appears quite critical to establish a meritorious and efficient administrate system as well as to detect the factors influencing it in an endeavor to meet the goals of the development plans. The main purpose of this research could be verbalized as surveying and prioritizing factors affecting administrative transformation in Iran. Having reviewed the related literature on the subject matter, a questionnaire was designed, consisting 83 questions. The population of the research covers the experts and directors, working in the administrative transformation departments of governmental organizations and ministries. Factor analysis technique was put use to analyze the collected data with the aim of spotting the factors that influence administrative transformation in Iran. Data analysis resulted in a list of six items, priority-wise as follows: 1- comprehensive planning, 2- evaluation system and attracting employees' participation, 3- paying due attention to follow-up and meritocracy, 4- attracting social, financial and political support, 5- consistency with governmental and technological orientations, and 6- ending employees' resistance to change and finally reforming the laws.
