The purpose of this study is to investigate the components of 
governance and the way authority is distributed in the Islamic City Council of Tehran in the process of fulfilling their internal and 
external duties. Based on the existing governance theories, three types of governance have been recognized for the process of passing 
and implementing regulations regarding city affairs in the framework of managerial, interactive and cultural interventions. On the other hand, the Islamic City Council of Tehran possesses three types of authority: endogenous, heterogeneous, exogenous. The desirable governance model for the Council is an optimum combination of intervention and authority which has been presented in this study based on the projection of experts and Fuzzy analysis. To compare 
the presented model with the existing governance features in the Council, a questionnaire and T-test for statistical analysis were 
applied. Results show that there is considerable distance between the desirable governance model and the Islamic City Council of Tehran’s both intervention and authority dimensions.
