In other words, the first solution to prevent systematic corruption would be to develop a systematic controlling and supervision system in a way that there is a consistent and synergic relationship prevalent among all its components. Yet, it should be noted that such a controlling system, sooner or later, would end up in a systematic administrative corruption if it does not moves in a democratic and culturally sound environment, no matter it had been employing the most efficient methods and knowledgeable human resources.
