fa تدوین مدل اجتناب از شکست خط مشی حمایتی چای کشور developing the model of failure avoidance in the tea support policy in Iran تنظیم رابطه حکومت و مردم Regulating the Relationship between the government and the people پژوهشي Research <div>هدف کلی پژوهش ارایه مدلی بمنظور اجتناب از شکست خط مشی حمایتی چای کشور و بقصد توصیه عملی به خط مشی گذاران در نظر گرفته شده است. مسایل عمومی معمولا همه ابعاد اجتماعی را در بر می گیرند و حل آنها مناقشه آمیز، مستلزم داوری های های ارزشی و نیازمند تصمیم گیری جمعی است. مساله رکود صنعت چای دامنه وسیعی از روستاییان را در گیلان تحت تاثیر قرار داده است. صنعت چای یکی از حوزه های منحصربفرد مداخله گری دولت محسوب می شود که دهه ها با اعمال مداوم یک سیاست حمایتی واحد اراده خود را بر چایکاران تحمیل نموده و لذا رکود صنعت چای بمنزله شکست خط مشی حمایتی دولت تلقی می گردد. شیوه برگزیده پژوهش، سیاست پژوهی  با استفاده از روش تحقیق داده بنیاد بوده و داده های مورد نیاز با ابزار مصاحبه عمیق فراهم شده و بروش تحلیل مضمون مبادرت به کشف، شناسایی و تجزیه و تحلیل الگوهای تکراری گردیده است. نتایج این پژوهش نشان می دهد مدل بهینه برای اجتناب از تکرار ناکامی های مداخله گری مستقیم در صنعت چای کشور با شش تم کلی شامل استحکام نهادی، پاسخگویی دستگاه اجرایی، مشارکت عمومی، جامعه مدنی و زیست بوم، شفافیت در حوزه عمومی و تعهد نهاد تنظیم گری مرتبط است و هر یک دارای مولفه هایی هستند که در نقش عامل های ساختاری عمل می کنند. این پژوهش در راستای تحقق مرحله تکمیلی آموزش عالی و به قصد ارایه پایان نامه دوره دکتری مدیریت دولتی با گرایش تصمیم گیری و خط مشی گذاری عمومی انجام گرفته است.</div> <div>The purpose of this research is to developing the model of failure avoidance in the tea support policy and to offer practical propose for policymakers. Public issues include multiple social dimensions and often are controversial and resolving public issues requires value-oriented judgments and collective decision making. problem of the tea industry recession has affected a wide range rural society in Guilan province. The tea industry is one of the unique areas of government intervention; the government consistently by applying a single policy, for decades its intention has imposed on the farmers. however the tea industry recession is seen as policy failure of government.the research selected examination method is policy research by grounded theory. needed data is collected through in-depth interviews using thematic analysis in order to discover common themes and patterns.</div> <div dir="rtl"> .The study findings show that optimal model to avoid government intervention failures in the tea industry includes six general themes: institutional capacity, public organizations accountability, public participation, civil society, natural and societal environment, transparency in public affairs and regulatory body.
