fa تدوین اصول حکمرانی مطلوب هوشمند در مدیریت شهری Formulating Smart Good Governance Principles for Urban Management رویکردهای مدیریت دولتی Public Administration Approches پژوهشي Research <div style="text-align: justify;">هدف: حکمرانی مطلوبِ هوشمند، انتخابی گریزناپذیر، برای مقابله با محیطِ اجتماعی پیچیده در عصرِ جدید است که می‌تواند، در وضعیتِ بحرانی، امکانِ استفادۀ بهینه از ظرفیتهای تمامِ بخش‌های شهرداری تهران را، فراهم آورد. لذا پژوهشِ حاضر، با هدفِ تدوینِ اصولِ حکمرانی مطلوبِ هوشمند، در مدیریتِ شهری، صورت گرفت. طرح پژوهش/ روش‌&rlm;شناسی/ رویکرد: از نظر هدف، پژوهشِ حاضر، به شیوه کاربردی، و از نظر نوع، از نوعِ پژوهشهای کیفی، با ابزارِ مصاحبه نیمه‌ساختار انجام شده است. مشارکت‌کنندگان، شاملِ خبرگان (اساتید دانشگاهی آشنا به شهرداری، و مباحث حکمرانی هوشمند، که در این زمینه‌ها، مقاله چاپ شده دارند، و مدیرانِ ارشدِ شهرداری تهران، آشنا به مباحثِ حکمرانی هوشمند، و مدیریتِ شهری) بود که تا حدِ اشباعِ نظری، انتخاب شدند. برای به دست آوردنِ اعتبار و روایی داده‌ها، از دو روشِ بازبینی مشارکت‌کنندگان، و رهیافت براون و کلارک (2007) استفاده گردید. یافته‌ها: نتایج نشان داد، شبکۀ مضامینِ حکمرانی مطلوبِ هوشمند، در مدیریتِ شهری، شاملِ کارایی هوشمند، مشارکتِ هوشمند، شفافیتِ مبتنی بر فنآوری ارتباطات، حاکمیتِ قانون، پاسخگویی هوشمند و عدالت‌محوری هوشمند است. سپس الگوی حکمرانی مطلوبِ هوشمند، در مدیریتِ شهری ترسیم شد. ارزش/ اصالت پژوهش: تاکنون هیچ یک از پژوهش&lrm;های انجام ‌&rlm;شده در ایران، بر تدوینِ اصولِ حکمرانی مطلوبِ هوشمند در مدیریت شهری، تمرکز نداشته&lrm;اند. این پژوهش، به &lrm;طورِ جامع، از دیدگاه خبرگان، چارچوبِ حکمرانی مطلوبِ هوشمند، در مدیریتِ شهری در شهرداری تهران، ارائه می&lrm;دهد. پیشنهادهای اجرایی/ پژوهشی: پیشنهاد می&lrm;شود شهرداری تهران، استانداردهای سطح بالا را، در زمینۀ حکمرانی مطلوبِ هوشمند، برای مدیریتِ شهری، تعیین کند و مشوقِ فرهنگِ خودنظارتی، در فعالیتهای شهرداری باشد.</div> <div style="text-align: justify;">Purpose: Smart governance is an inevitable choice for dealing with complex social environment in the modern era. It can enable optimal use of the capacities of all departments of Tehran Municipality in a crisis. Therefore, the present study aimed to formulate the principles of optimal smart governance in urban management. Methodology: In terms of objective, the present study was applied and in terms of type, it was qualitative applying a semi-structured interview tool. Participants included university professors familiar with municipality rules and smart governance topics (besides, having published articles in these fields) and senior managers of Tehran Municipality familiar with smart governance topics. They were selected to theoretical saturation. To obtain the validity and reliability of the data, we used both participant review method and Brown and Clark (2007) approach. Findings: Results show that the themes network of smart governance in urban management include smart efficiency, smart participation, transparency based on communication technology, rule of law, smart accountability, and smart justice. Based on these themes, the writers have developed a model for smart governance in urban management. Originality: So far, none of the studies conducted in Iran have focused on formulating the principles of smart governance in urban management. Whereas this study presents the framework of comprehensive smart governance in urban management in Tehran Municipality from the experts' perspective.
