fa مدل توسعه فرهنگ ملی در اسناد بالادستی فنی Conceptual Paper <div style="text-align: justify;"><span style="font-size:14px;"><span style="line-height:2;"><span style="font-family:IRANsans;"><strong>هدف:</strong> فرهنگ در همه ابعادش عنصر بنیادی توسعه پایدار است. فرهنگ به عنوان بخشی از فعالیت، از طریق میراث ملموس و ناملموس، صنایع خلاق و اشکال مختلف بیان هنری، کمک‌کننده قدرتمندی در توسعه اقتصادی، ثبات اجتماعی و حفاظت از محیط زیست است. فرهنگ به عنوان مخزن دانش، معانی و ارزش‌هایی که در تمام جنبه‌های زندگی ما نفوذ می‌کند، نحوه زندگی و تعامل انسان‌ها را هم در مقیاس محلی و هم در مقیاس جهانی تعریف می‌کند. هدف این مقاله ارائه مدلی مفهومی توسعه فرهنگ ملی در اسناد بالادستی است.<br> <strong>روش:</strong> روش تحقیق در این پژوهش موردپژوهی و تحلیل محتوای به روش دستی است. در این مقاله ابتدا با استفاده از مبانی نظری مولفه‌های نظری و مفهومی توسعه فرهنگ ملی احصاء شده است. سپس با مطالعه اسناد بالا دستی (الگوی پایه اسلامی &ndash; ایرانی پیشرفت، بیانیه گام دوم انقلاب، سیاست‌های کلی برنامه دوم تا ششم توسعه، و تمامی بندهای مربوط به حوزه های فرهنگ در سیاست‌های کلی در موضوعات مختلف مصوب مجمع تشخیص مصلحت نظام) مشخص شد.<br> <strong>یافته‌ها:</strong> در پایان مدل توسعه فرهنگ ملی برای سیاست‌های کلی مصوب ارائه شده است. مدل بدست آمده پیشنهاد می‌کند که برای تقویت و ایجاد عناصر مثبت فرهنگ و تضعیف و حذف عناصر منفی فرهنگ، چه مراجعی مسئولند و از چه سازوکارهایی می‌توان استفاده نمود.</span></span></span></div> <div style="text-align: justify;"><span style="line-height:2;"><span style="font-family:Times New Roman;"><span style="font-size:14px;"><b>Purpose: </b>Culture, in all its dimensions, is a fundamental component of sustainable development<span dir="RTL" lang="FA">.</span> The purpose of this paper was to provide a model for the development of national culture in upstream policies.<br> <b>Methodology:</b><span lang="EN"> The method in this study was case research and content analysis by manual method.</span> Based on literature review, the theoretical and conceptual components of national culture development were first obtained. Then, by studying the upstream documents (basic Islamic-Iranian model of progress, the statement of the second step of the revolution, the general policies of the second to the sixth development plans, and finally, all the general policy clauses on various cultural issues approved by the Expediency Discernment Council) were identified.<br> <b>Findings</b>: In this study, a national culture development model for general policies is presented.
