fa تعالی خدمات عمومی بر پایۀ ارزش های اسلامی Public service excellence based on the Islamic values پژوهشي Research هدف: نظر به اهمیت ارائه خدمت برای تامین نیازهای عمومی مردم، ضمن تشریح موضوع از منظر نظریه‌های غربی، با اتکا به مبانی و رویکردهای اسلامی، الگویی برای تعالی خدمات عمومی در بخش دولتی ارائه شده است. طرح پژوهش/ روش&lrm;شناسی/ رویکرد: ابتدا با مرور پارادایم‌های اداره دولت در مکاتب مختلف، نزدیک&lrm;ترین الگو یعنی مدیریت ارزش&lrm;های عمومی مبنای تحلیل مقایسه‌ای قرار گرفت. سپس در راستای تبیین ابعاد تعالی خدمات عمومی مبتنی بر ارزش&lrm;های اسلامی، از تفسیر قرآنی المیزان بهره برده شد. از این&lrm;رو، یک روش کیفی برای پژوهش انتخاب گردید که با توجه به منبع متنی داده‌ها از نوع تحلیل مضمون است. یافته&lrm;ها: مولفه‌های موثر بر تعالی خدمات در رویکرد اسلامی در چارچوبی مشتمل بر دو بُعد «حُسن فعلی» و «حُسن فاعلی» تقسیم&lrm;پذیر هستند که مضامین به‌&rlm;دست‌آمده برای هر یک از این ابعاد در قالب 13 مقوله فراگیر ارائه شده است. در نهایت، وجه تمایز تعالی خدمات عمومی در نظام ارزشی اسلام با نگرش علمی موجود در فلسفه غرب مورد بحث قرار گرفته است. ارزش/ اصالت پژوهش: با توجه به فقدان الگوی مدونی در این زمینه، پژوهش حاضر در پی آن است که از رهگذر کشف ابعاد و مولفه‌های مزبور، متولیان حکمرانی قادر شوند ملاک عالی بودن یک خدمت را درک کنند و شاخص‌های تعالی را در واحد اجرایی خود به&lrm;دست آورند.   <div style="text-align: justify;">Purpose: Given the importance of how to provide services to meet the public needs, and besides explaining the issue from the Western theories’ perspective; this article has tried to rely on Islamic principles regarding the excellence of public services, and make the requirenments available to develop an appropriate pattern using this approach. Design/ Methodology/ Approach: First, by reviewing the paradigms of public administration in different school of thoughts, public values management, became the basis for comparative analysis. Then based on Islamic values, and in order to discover the dimensions of excellence in servicing citizens, the Qur'anic Al-Mizan exegesis was used. Therefore, a qualitative method has been selected, which in accordance with subject matter would be thematic analysis on the textual source of data. Findings:  The components affecting the excellence of public service in the Islamic approach can be formulated in a framework composed of two core dimensions as "virtuous actions" and "agent goodness". The obtained themes for each of these dimensions are presented in the form of 13 categories of research comprehensive codes. Finally, the distinction between the excellence of public services in the Islamic value system and the scientific approach in Western philosophy has been discussed.
