Unfortunately, in certain organizations such as state universities and other higher education institutes, desire to acquire a certificate, behavioral privatization and pecuniary education have cast doubt on the inclination of productivity enhancement among professors. In addition, lack of scientific efficiency, incentives, recruitment and empowering plans, meritocracy and income solutions have averted the course of proper scientific knowledge generation. Undoubtedly, managerial, individual, organizational and environmental factors play a significant role in the rise of such problems. The research method conducted here was phenomenology from descriptive-interpretive type. Unlike the researches which tend to collect statistical data, in this qualitative research the participating subjects were selected through a different method. In this phenomenological-hermoneutical method, participants were selected based on their real related experience. To collect data, the researcher went through a comparative study and combined it with interviews with both 14 HRM lecturers and the researches applying Colaizzi’s seven-phase method. Finally, all the collected data were classified and then summarized in the framework of a research model.
