Developing societies are, for a number of reasons, suffering from some sort of national inefficiency. Causes of inefficiency are cultural,deep-rooted and numerous. Since the developed countries, using all possible facilities, are moving rapidly toward the highest levels of efficiency, the international dimensions of that inefficiency become more extensive together with deeper consequences.In order to escape from this backwardness, developing countries must pave. the same way that has been selected and repeatedly experimented by others. This road is nothing but scientific thinking. Applying scientific thinking and leading the society in its direction with the help of organization and management, will have amplifying effect to the process of change and development. Therefore, management knowledge has been known to represent thoughts, models and methods, or the software of develpment.
