Purpose: To identify the key drivers for the effective implementation of Iran’s Seventh Development Plan in the field of science and technology, using the Cross-Impact Analysis (CIA) method, with the aim of strengthening national capabilities and providing a foundation for sustainable development
Methodology: This applied research adopts an exploratory approach. The study population consists of experts in science and technology policy and governance, and purposive snowball sampling was used. Data were collected through literature review and a specialized questionnaire, and analyzed using the MICMAC software
Findings: Out of 31 identified factors, 29 were confirmed by the experts and categorized into 8 groups. The factors with the highest influence and lowest dependency were recognized as key drivers: enhancing the quality of education, innovation in creative industries, development of energy infrastructure, knowledge-based economic models, and efficient management of scientific and technological resources.
Originality/ value: By integrating cross-impact analysis and expert opinions, this study provides a framework of drivers and key variables for the development of science and technology within the context of the Seventh Development Plan, which can support coordinated and sustainable policymaking.
Recommendations: Attention to the identified key drivers and strengthening the trust variables is recommended as essential for the sustainable success of the Seventh Development Plan.
