Development is surely as old as human civilization itself. But as a conscious thrust or emphasis on global scale and level, it is hardly forty five years old. Today, it is man's top priority. The develomental effort has yielded handsome results also. This is a consequence of science and technology which have revolutionized human life. Striking gains have been made in the areas of health and education in several countries. It is remarkable that many countries have' increased their average income more than five folds' (World Development Report 1919 OUP, 1911, P.1) - a rate of progress which is simply extra-ordinary. Progress has been made in many other are as too. Yet, more than one billion people still live in acute poverty and thus have grossly inadequate access to the resources-education, health, infrastructure, land and credit which are utterly necessary to enable them to lead better life.
