Policy making environments have become more complicated in the past decade due to the change in the relationship between nation and state, the effects of global economy and reliance on technology. That’s why the subject of policy- making capacity has been introduced. In order to explain the aspects of policy-making capacity in the executive power, a model adaptable to the requirements of the administrative system of the country was developed in this study. The research method was qualitative and data were collected through semi-structured interviews with experts in the executive power. Based on grounded theory, the main issues were identified and named. According to the explorative findings, the central issue of the study was named policy-making capacity and following that, such factors as institutional capacity, infrastructures and policy-making capabilities and environmentally participative 
interactions, were determined as causal conditions of policy-making capacity. Also, good policy-making concept and good policy content were identified as the main strategy to respond to the central issue. Organizational capacity of the executive power, managerial capacity and individual capacities of infra-role on the one hand, and  international, political, social, economic and technological factors on the other, were identified consecutively as specific conditions for good policy-making realization and as general conditions for realization of this strategy. The consequence of executing good policy making is identified and named in three outcomes: organizational, national and stakeholders. The main statements and results, are presented at the end of the article.
