Strengthening administrative incorruptibility, qualitative improvement of laws and functions of controlling and supervision organizations as well as dealing with corruption extension could possibly be conducted by means of conformity among the macro-policies and the laws concerned in the administrative system in the country, consistency of the controlling organizations’ functions with controlling and supervision laws, and finally set the stage for bolstering the public participation in the procedure of controlling and supervision. In other words, the first solution to prevent systematic corruption would be to develop a systematic controlling and supervision system in a way that there is a consistent and synergic relationship prevalent among all its components. Yet, it should be noted that such a controlling system, sooner or later, would end up in a systematic administrative corruption if it does not moves in a democratic and culturally sound environment, no matter it had been employing the most efficient methods and knowledgeable human resources.
